IFCB Requirements :
 ·        All Questions and Bids must be submitted using the on-line IFCB system. ·        By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.
 
·        Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.
 
·        Contracts must not prohibit SPIN changes.
 
·        Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·        Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·        All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·        All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.
 
 
·        E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. WAN Connections – 8 x 1 GB bandwidth. See attached diagram for addresses and set up. These connections are a fault tolerant ring to provide maximum uptime and no single point of failure causing district or multiple building outage.

Questions Received with Applicant Answers   ( Ask Questions? )




The WAN diagram appears to illustrate point to point circuits between buildings ultimately creating a ring. Point to Point between buildings will not inherently create any fail-over capabilities. Is there the desire for a Sonet ring and therefore fail-over characteristics? Is it acceptable to create a Hub and Spoke design? A hub and spoke implementation should be less expensive.

Answer:
 We will entertain any bids that are cost effective and meet our needs.  Redundant or fail-over connections are not E-rate eligible and if your bid includes these types of connections please make sure you provide separate pricing for those circuits (they would need to be backed out of the E-rate application). It is currently a "ring" in that fiber goes in and out of every building and goes on to the next site and so forth creating a "somewhat jagged" circle.  Meaning fiber a block down the road anywhere can be cut and all the traffic would then come the other way and still be up.

couple of questions as I look at the diagram provided here Do they need to tunnel VLANs over this? Will there be any VoIP/video? Do they need any-to-any connectivity or should all traffic be centralized out of one location for server and Internet access? would they consider a VPLS solution rather than what looks like a unprotected Point to point ring connection all the schools. A any to any point VPLS solution it would provide more redundancy

Answer:
 Yes we do ip phones and vlans on this.

Ultimately if that cable to the school and the side of the wall broke then yes it's not redundant.  Our redundant is the aspect if it breaks a block down the road then it feeds the other way.

It is any site can get to any and centralized servers.

We do need layer 3 routing ip based.
