·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.
 
·         E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. VOIP phone service – Graham ISD currently has PBX/analog phone systems throughout the district except at the HS with 55 analog/POTS lines. We desire to move to VOIP district wide. 225 phones will be needed for 5 school campuses, Admin building and Maintenance building. Please provide a minimum of 2 T1 lines and up to 10 Mb to handle 25 simultaneous calls. SIP Trunk address will be 1000 Brazos Street, Graham, TX 76450. Companies that bid VoIP service are required to bid a separate circuit for VoIP connectivity if the applicant’s current Internet circuit is not appropriate for your VoIP service. Bids submitted without pricing for a separate circuit will indicate to the applicant that no additional connectivity is necessary to allow your service to function properly. E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request.  Per the instructions on the 470, all bids and questions have to be submitted through this web site. The contact person is listed on the 470, but again, all bids and questions have to be submitted through this web site.

Can you please describe the current network transport (and speed) between the 5 campuses (ie fiber, pt to pt T1, etc.)? Is there a single location (1000 Brazos St?) for the current internet pipe that all campuses use? What size pipe? If not, please describe type and speed for internet connections at each campus. Is there sufficient infrastructure, minimum Cat5e drop where a phone will be located? Will the District be using a single drop to the desktop? Are all network switches able to provide QoS? PoE or local power? What kind of communication system is at the high school? How many numbers do you plan to port (main number at each campus and the learning center - 6 numbers)? Is the District looking for a one year contract with an option to renew? If so, what renewal option is desired? Is the ability to take 25 calls for the entire district? When would the district anticipate implementation? Is the decision to move to VOIP contingent on funding by erate?

 1GB leased fiber between campuses

All internet traffic originates at 1000 Brazos and is distributed to other campuses via the 1GB leased fiber from there

1GB internet connectivity to Internet coming in at 1000 Brazos

There will be sufficient cabling for each location by the time of implementation

There will be a single drop for each phone

Switches can provide QoS, PoE, and local power will be available at most locations

Phone system at high school is NEC

Will be porting most of the currently used numbers, around 40 or more

Will there be a separate document for what features/functions the ISD seeks in a VOIP solution? Do you need gig phones or just 10/100? Any particular line sets or types of phones? Soft phones?

Correct, but my issue is that I can't see the 470 yet, so I can't see the contact person to have on our bid when we upload it on your site. Maybe there's a lag time from when your posting goes up to when USAC or Funds for Learning shows the 470? Can you supply the contact person, so I can add it to our bid that we will be uploading via your site?

We would like to submit a bid for fully hosted VoIP system with 225 phones and can deliver our service over school district's existing broadband connectivity. Please reply to the following questions. 1 - Are the 5 school campuses are physical network sharing one Internet circuit? 2 - If answer to Q1 is Yes, what is the bandwidth (upload/download) and who is the carrier? 3 - Can the phones share the RJ45 jack with desktops in order to utilize current POE switches?
