IFCB Requirements :
 ·         All Questions and Bids must be submitted using the on-line IFCB system. ·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.
 
·         Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.
 
·         Contracts must not prohibit SPIN changes.
 
·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.
 
 
·         E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding bundled data and voice plans, please identify the amount to be cost-allocated out for the ineligible data, text messaging functions or other bundled ineligible services.

Fiber Internet Access – 7 Mb to 10 Mb bandwidth. Please also provide bids for 8 Mb and 9 Mb bandwidths. The terminating address for this circuit is 715 Kinsey, Kremmling, CO 80459; (970) 724. Emergency failover should include 99% uptime with built-in redundancies. Fiber to the customer is expected. No firewall required. The definition of failover is should a connection other than the primary to the customer be severed then there are steps in place to complete routing so the customer suffers no noticeable loss. Please provide separate pricing for any installation, activation, or initial configuration. Please also provide separate pricing for any maintenance and technical support. Applicant is requesting a payment plan of 2 years for construction costs of circuit. We would also like for providers bidding on Category Two projects to also submit your bids in normal format – a word/excel/PDF as you normally would. The winning Category Two vendor(s) will be required to complete, for each school and all shared equipment, the 2016 USAC C2 Templates when they become available.  Once available, the templates will be due in a 14 day time period.

Project A – West Grand Elementary Switches: *Switches 2 - x Extreme/Enterasys or functional equivalent. -How many ports will you need? -Will PoE from these switches be used to power the AP’s? -If switches are to be PoE, must the switch be able to deliver full power across every port [regardless of port quantity]? Project B – West Grand Middle School WAPs: *WAPS 8 - x Extreme/Enterasys or functional equivalent. -What is the expected user density per AP? -If these will not be powered by the above switches, how will they be powered? -How will these be mounted?

Answer:
 For the Elementary (Project A) We have 18 classrooms which function 100% under the Elementary School umbrella.  The ideal setup would be 2 APs per classroom (one for "old" technology[B,G,N], one for "new" technology[AC]).  This allows us a flexible model in upgrading the APs.  That equates to a total of 36 WAPs just under the area that is 100% Elementary.

 

We also have 7 classrooms which fall under the 50/50 (ES/MS) category, where the same setup would follow.  One half of these will be plugged into the Switches from Project A.

 

There are 9 classrooms which fall under a 100% Middle School classification.

 

The Switches for Project A will be used to replace existing wired infrastructure, but also power these 43 (36 + 7) Wireless APs, so capability to power 43 or more Wireless APs is a necessity.

 

For the User Density in Project B - This is in preparation for a 1:1 deployment. We are looking to acquire 8 WAPs for 9 classrooms (as mentioned above). The other AP will be filled in with a prior year's project and with our own outside eRate project following the eRate season.  Current classes at the Middle School are between 20 and 30 Users.
