IFCB Requirements :
 ·         All Questions and Bids must be submitted using the on-line IFCB system. If for some reason the system is down before the respective deadline, please email your bid to info@crwconsulting.com or fax it to 918.445.0049. Bids or questions submitted in this fashion will be disqualified if the on-line system is active at the time of submission.
 
·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.
 
·         Please include the correct Service Provider Identification Number (SPIN) on your bid.
 
·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.
 
·         Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.
 
·         Contracts must not prohibit SPIN changes.
 
·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.
 
 
·         E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding bundled data and voice plans, please identify the amount to be cost-allocated out for the ineligible data, text messaging functions or other bundled ineligible services.
 
·         E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. ·         SERVICE PROVIDERS ARE REQUIRED TO BID THE ENTIRE CATEGORY TWO PROJECT.  BIDS FOR INDIVIDUAL COMPONENTS OF THE C2 PROJECT WILL BE DISQUALIFIED.
 
·         DISQUALIFICATION FACTOR: Vendors are required to submit bids via the template “Internal connections – Template V15” or “Basic Maintenance Template V15” for each individual school that is receiving equipment and a separate template for all shared equipment.  Please name each template for the name of the school and project.  Example:  “Smith Elementary School Wireless Project” or “Wireless project shared equipment for all schools.”  Vendors that do not submit bids in the required template format will be disqualified from the process.
 
·         Bidders who are not eligible to provide OUSF support will be disqualified.  

Services and Equipment Requested :
 Local phone service – Approx 11 lines.  E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding local phone service, please identify the amount to be cost-allocated out for the ineligible services - DID lines, voice mail, caller ID, inside wire maintenance, 900 call blocking, or other bundled ineligible services.

Long distance service – Approx 11 lines; Approx 375 minutes used per month

Cellular phone service – Approx 7 lines.  E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding bundled data and voice plans, please identify the amount to be cost-allocated out for the ineligible data, text messaging functions or other bundled ineligible services.

Internet Access – Applicant currently has 45Mb bandwidth and is considering upgrading up to 60Mb.  Please provide pricing for 45Mb, 50Mb, and 60Mb bandwidths.  The terminating address for this circuit is 305 West Fir Street, Quapaw, OK 74363; (918) 674.  Please include separate pricing for any installation, activation, and/or initial configuration costs.  Please also include separate pricing for maintenance and technical support.   If your company will be bidding internet access service, please identify the amount to be cost-allocated out for the ineligible services – email service, web hosting, content filtering, or other bundled ineligible services.  Bidders who are not eligible to provide OUSF support will be disqualified.

Answer:
 1.      What are you currently using for wireless and is it working for you?

We were using Aruba.  Those devices and control switch are no longer working.  Currently we are using a very cheap access point to get by until we get funded.

 

2.      Is this project addressing guest access, BYOD or a 1:1 initiative?

Yes, on all three.  We would like to have different “layer access” and be dense enough to cover future plans for BYOD and 1:1.

 

3.      Is there a mandatory response or walk-thru date?

We have a voluntary onsite visit time set up for November 16 and 20

We are not interested at this time. We are familiar with Aerohive. 

I can Offer Ethernet based services, at 10,20 50 100.... do you want to see 100 as well as 50? You are not asking so I have to ask?

Answer:
 We prefer that you stay within the bandwidth ranges we have indicated. The 470  forms have changed and now require that you bid the speeds indicated, not outside those ranges. The USAC training session in DC indicated that if you ask for bids outside of the speeds indicated on the 470 that those are considered "cardinal changes" and would require filing a new 470 for those speeds. 

Are you looking for 10/100/1000 Fiber port switches and if so how many ports? What type of Gbics do you need and how many please.

Answer:
 Yes we are looking for 10/100/1000 speed switches. Ports we need 24-36 ports. 

 

Fiber switches TB2 fiber optic. We need 4 fiber cards. Current setup is a Gigabit Ethernet copper to fiber conversion that sends out to each campus building that converts Ethernet  to fiber. They are currently  managed by a chasse layer 3 vlan. 
The receiving end at each campus is a 24 port switch with a TB2 fiber card. Then spliced out to two other switches via Ethernet.
