IFCB Requirements :
·         All Questions and Bids must be submitted using the on-line IFCB system. ·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.
 
·         Please include the correct Service Provider Identification Number (SPIN) on your bid.
 
·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.
 
·         Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.
 
·         Contracts must not prohibit SPIN changes.
 
·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.
 
 
·         E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding bundled data and voice plans, please identify the amount to be cost-allocated out for the ineligible data, text messaging functions or other bundled ineligible services.

·         MAINTENANCE BIDS LISTING ONLY AN HOURLY RATE AND NOT A MONTHLY OR ANNUAL TOTAL WILL BE DISQUALIFIED.  VENDORS QUOTING AN HOURLY RATE ARE REQUIRED TO ALSO A) CONFIRM THAT YOU HAVE THE ABILITY/EXPERTISE TO MAINTAIN ALL OF THE EQUIPMENT LISTED AND B) PROPOSE A NUMBER OF HOURS AT A PARTICULAR RATE MONTHLY TO PROPERLY MAINTAIN THE ENTIRE LIST OF EQUIPMENT.  BIDS THAT CONTAIN ONLY HOURLY RATES, WITHOUT CONFIRMATION THAT THE COMPANY CAN SERVICE THE LIST OF EQUIPMENT, OR WITHOUT A MONTHLY TOTAL, WILL BE DISQUALIFIED.

  • Project A – Internal Connections – Switches at each campus (HP or functional equivalent)
  • Project B – Internal Connections – Cabling & Racks at each campus
  • Project C – Network Maintenance – Switches at each campus (HP or functional equivalent)
  • Project D – Network Maintenance – Cabling & Racks at each campus
Do NOT combine Projects on one bid – each project should be bid on separately.  Please include pricing for installation, activation, and/or initial configuration costs.  We would like for you to submit your bids in your normal format – a word/excel/PDF as you normally would (in addition to the required templates).  The winning vendor will be required to complete, for each school (and all shared equipment), the 2016 USAC C2 Templates when they become available.

Can you give any more specifications on the switches? Like how many ports, POE, etc.

 48 Port Switches – Quantity – 11 each

POE is not required.

• On the network fiber diagram we were given at the walk-through, do the blue boxes shown inside of the green buildings represent IT closets? If so, are there any additional closets not shown on the diagram.

 No, the blue boxes do not represent the IT closets in each building. 

The locations of the IT closets in each building: 

Primary – IT closet is in the library

Middle School A – IT closet is in the library

Middle School B – IT closet is in the office in the upper hall.  It is not labeled on the map but it is in the center of the building adjacent to room 6.

Intermediate – IT closet is in the center of the building directly below the Music Room 20 and to the left and right of the Gym.

High School – 3 IT closets.  Main closet is in the library.  One small rack is in the main office, and another small rack is located in room 310

1.    What type of fiber is required between building?   Single mode fiber between Primary and MS A, single mode between MS A and MS B, multimode between Tech Office and MO Options.  12 strand fiber for all runs.

2.       Should fiber patch cords be included?  Yes.  3 meter fiber patch cords should be included.

3.       Should fiber modules be included?  Yes.  6 multi-mode fiber modules and 6 single mode 10Gb fiber modules should be included.

4.       What type of racks are required?  Only 1 3 foot wall mount rack should will be required to be installed in the MO Options building.

5.       What type of network do you currently use?  Flat network

6.       What type of fiber connectors should be used?  LC fiber connectors

7.       What are the switch requirements?  Switches should be full-layer 3 and provided multicast routing

8.     Is redundant power supply required for all switches?  Only the core switch requires a redundant power supply.

Intermediate – IT closet is in the center of the building directly below the Music Room 20 and to the left and right of the Gym. High School – 3 IT closets. Main closet is in the library. One small rack is in the main office, and another small rack is located in room 310. I didn't think there was any work involved in these 2 schools (Intermediate and High School)

Answer:
 The packet distributed at the walk-through included maps of the high school and intermediate buildings, however these two buildings are not part of any of the cabling projects.

In the Primary Library Closet there is an existing HP 5412 switch, is this switch staying or getting replaced by the 48 & 24 port switches? If it is staying, it will need 10gb SFP+ capable modules. Should we include these on the bid?

Answer:
 The existing HP 5412 will be replaced.  At this time we have not determined the location of the modular core switch. The invitation to bid specifies the following: 

Modular Core Switch – Quantity – 1 each 

POE is not required. 

Minimum of 92 10/100/1000 ports and 6 SFP fiber ports 

A previous question addressed the number of fiber modules required for the bid.  Additional 10GB fiber modules are not required for the core switch.
