IFCB Requirements :
 ·         All Questions and Bids must be submitted using the on-line IFCB system. ·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.
 
·         Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.
 
·         Contracts must not prohibit SPIN changes.
 
·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.
 
 
·         E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding bundled data and voice plans, please identify the amount to be cost-allocated out for the ineligible data, text messaging functions or other bundled ineligible services.

·         SERVICE PROVIDERS ARE REQUIRED TO BID THE ENTIRE PROJECT A AND/OR PROJECT B.  BIDS FOR INDIVIDUAL COMPONENTS OF PROJECT A AND/OR PROJECT B WILL BE DISQUALIFIED.

Project A – Internal Connections @ Middle School:  Cable and install 87 ethernet drops in classrooms and library.  Eight wireless access points will be installed to address the increase in wireless demand.  Two switches will be installed to handle the new traffic and cabling.  Two battery backups will be installed for the new switches.

Project B – Managed Internal Broadband Services – District Shared

Please include pricing for installation, activation, and/or initial configuration costs.  We would like for you to submit your bids in your normal format – a word/excel/PDF as you normally would (in addition to the required templates).  The winning vendor will be required to complete, for each school (and all shared equipment), the 2016 USAC C2 Templates when they become available.

After getting back from the walk thru this morning I came up with another question. Can we bid the cabling but not the network switches and the wireless access points?

Answer:
 No, you need to bid the entire Project A in order to submit a complete bid.

What were the Q&As from the first walk-through?

Answer:
 Q:  Are the Ethernet drops add on or do they require new raceway?

                A:  The cabling for the drops is installed through the ceiling and down the wall.  No new                 raceway will be needed.

Q:  Will the POE switches only accommodate the new equipment or other equipment?

                A:  Only new equipment.

Q:  Will the new Ethernet drops be replacing old ones?

                A:  Yes.  New drops will replace old wiring.  Old wiring will need to be removed.

Q:  Will we be using existing patch panel space?

                A:  Yes.

Q:  Where will the 35 drops be placed in the library?

                A:  On the south wall there will be three drops with three ports.  On the west wall there will be                 two drops with four ports each.  On the north wall there will be three drops with four ports              each.  One drop with four ports will be in the center of the library located in the check-out area.       The last Ethernet drop will be placed on the south side of the library in an office area with two       ports. 

Q:  What are you going to do with the switches in the library located on the north wall?

                A:  The two switches will be moved to the central switch room in the north building.

Q:  Will you want electrical metallic tubing (emt) or plastic surface raceway installed in the library?

                A:  Plastic surface raceway.

Q:  Is there a preference on manufacturer for the patch panel in the band room?

                A:  No, as long as it is Cat 6 compatible.

Q:  Is the patch panel cabling in the band room Cat 6?

                A:  No.  New cabling installed should be Cat 6.

Q:  Can we bid the cabling but not the network switches and the wireless access points?

                A:  No.  This is a single project.

Does the district already own licensing for the 8 additional access points?

Answer:
 No, the district does not own licensing for the 8 additional access points.

Has the form 470 been filed yet? If so, can we get the reference # ?
