IFCB Requirements :
 ·         All Questions and Bids must be submitted using the on-line IFCB system. ·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

·         Contracts must not prohibit SPIN changes.
 
·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.
 
 
·         E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding bundled data and voice plans, please identify the amount to be cost-allocated out for the ineligible data, text messaging functions or other bundled ineligible services.

Internet Access – Minimum 50Mb, maximum 200Mb bandwidth.  The terminating address for this circuit is 800 Frost Street, Plattsburg, MO 64477.  Please bid 50Mb, 60Mb, 70Mb, 80Mb, 90Mb, 100mb, 110Mb, 120Mb, 130Mb, 140Mb, 150Mb, 160Mb, 170Mb, 180Mb, 190Mb, and 200Mb bandwidths.  Please include separate pricing for any installation, activation, and/or initial configuration costs.  Please also include separate pricing for maintenance and technical support.   Applicant is also requesting a four year payment plan for any construction charges that may occur with this service.  If your company will be bidding internet access service, please identify the amount to be cost-allocated out for the ineligible services – email service, web hosting, content filtering, or other bundled ineligible services.

CATEGORY TWO PROJECT DETAILS

There is another document available for download that details the equipment to be purchased, maintained, and managed for each school.  Applicant will accept bids for functional equivalents when a preferred make/manufacturer is identified.  There are SEVEN separate Category Two Projects. 
  • Projects A, B, C are for purchase of Internal Connections (IC)
  • Project A – Cabling 400 drops; the number of drops is an estimate.  This number would depend on the walkthrough with the vendor and is subject to change. 
  • Project B – Switch install in Ellis Elementary would be in a new closet and would happen immediately after new cable runs were complete in that building.  UPS install could be done at the same time. 
  • Project C – Access points.
  • Projects D, E, F are for Basic Maintenance of Internal Connections (BMIC)
  • Project G is for Managed Internal Broadband Services (MIBS)
If bidding multiple Projects each Project total should be clearly identified.  Do not combine totals for multiple projects.  Please include pricing for installation, activation, and/or initial configuration costs.  We would like for you to submit your bids in your normal format – a word/excel/PDF as you normally would (in addition to the required templates).  The winning vendor will be required to complete, for each school (and all shared equipment), the 2016 USAC C2 Templates when they become available.

Answer:
 24 and 48 bids for both and 5 year maint 

What does this mean? PROJECT G - MANAGED INTERNAL BROADBAND SERVICES (MIBS) Are the products on this part of the form for brand new equipment purchases? For instance in the access points projects in C you are asking for a total of 10 new access points and support on 13 access points. This MIBs project is asking for a total of 35 access points. Are these new as well? Please explain.

Answer:
 We are asking for 10 new and managment of 80 old.  The MIBS was for the 80 old, the way I understand it. Not sure where the total of 35 came from?

We are interested in bidding the Internet and connections between locations. Which doc would you like us to use for the submittal for the bid? Also we would like to attend the onsite meeting to better understand the connection requirements between locations. Is there a person to contact that would walk through the DMarks?

Answer:
 You can submit your bids in any format you want. However, if you are bidding one of the Category Two projects you will need to submit your bid in the required template format, in addition to your normal bid format. C2 bids not submitted in the format identified on the IFCB will be disqualified.  Brandon Burns should be the contact person at the district for the site visit, although that may change depending on his availability.
