This list covers most Internal Connections, and some eligible Priority One services.
Actual hardware items that the school may wish to purchase. This list does not
include all of the eligible Internal Connections nor does it include all of
the Priority One services. This list also includes maintenance services on eligible
equipment. The general rule is that maintenance services for eligible equipment
are eligible.

HARDWARE ITEM
|
ELIGIBILITY STATUS
|
| Access Points (wireless) |
Eligible, as long as the device does not connect across a public right of way. In addition, Network Interface Cards (NIC) to connect to the wireless access point are eligible if priced out separately. |
| Attendant Console (PBX/Centrex Phone Systems) |
One console, with or without Direct Station Selection, qualifies for a discount with each PBX or Centrex system. In addition, the control unit for the PBX or Centrex system is eligible. Handsets for individual classrooms are not. |
| Battery Backup (AKA Uninterruptible Power Supply) |
UPS devices are eligible if they are used for eligible devices. Quotes for UPSs should include the type of device the UPS is supporting (and, if used for a server, the function of that server). Devices that provide for short term battery back up are eligible; devices that are hard-wired or provide for continued electrical power for substantial periods are not eligible. |
| Cabling/Drops | Cabling for network connectivity or phone service is eligible. Cabling to provide electrical service is not. |
| CODEC/Video Encoder (Video Equipment) | CODECs contain both an encoder and decoder in the same piece of equipment. CODECs for video services are eligible, but end user equipment such as cameras and monitors are not. Vendors of video equipment familiar with E-rate will usually have a package of "eligible" and "non-eligible" devices available for quotations. |
| Edge Device | An Edge Device is a physical device that can pass packets between a legacy type of network and an ATM network. Edge devices are eligible for discounts. |
| Email Service | Basic email services (no content filtering) are eligible. |
| Enhanced Multimedia Interface (EMMI) for Video Services | The EMMI is an interface that gives PC and workstation users on ATM networks the ability to send and receive full motion, high quality video, CD quality stereo and high-speed data. EMMI is eligible for discount. |
| File Servers |
Servers (and their Operating Systems) are eligible if used as: 1. Email Server Servers used as data-warehouses or application servers are not eligible. Caching and print servers are also specifically not eligible. Quotes from vendors should describe how the server will be used (firewall, email, etc.). |
| Intercom Systems | Intercom Systems that are provided as a stand-alone system are not eligible. Intercom systems that are provided as an integral part of a phone system (PBX, Centrex, Key System) may be eligible. |
| Key Systems (Phone Systems) | A type of phone system that permits more than one phone line, extension, private line, or intercom line to appear on a single telephone. Key systems are eligible. |
| Maintenance |
Maintenance, on a per-hour or annual basis, for eligible equipment is eligible. Funding for maintenance requests do NOT use up one of your "years" for hardware funding, schools may request maintenance services every year. Quotes for maintenance must describe where the equipment is located, what is being maintained, and if a server, how the server is being used (web, email, etc.). If you are going to take bids for maintenance services, we suggest you use our template here: click here for the template for maintenance bids. |
| Multipoint Control Unit (MCU) (Video Equipment) | An MCU is a bridging or switching device used in support of multipoint videoconferencing. It is eligible for discount if used in the transport of information for individual classrooms. |
| Network Interface Card (NIC Card) | Eligible if priced out separately from the workstation or laptop. |
| Network Management | NOT eligible. Network management is a system of equipment or software used in monitoring, controlling and managing a communications network. These types of equipment or services are not eligible. Basic maintenance services on eligible devices are eligible (see "Maintenance" above). |
| Network Switches | Data switches provide a central connection point for multiple devices. Eligible if used for eligible services (network connectivity is an eligible use). |
| Phone Systems | See "Private Branch Exchange" below or "Key System" above. |
| Power Strips | Provide multiple electrical commercial AC power outlets and can serve as an extension cord. NOT eligible, although UPS devices are (see "Battery Backup" or "UPS devices"). |
| Private Branch Exchange (PBX - Phone Systems) |
A PBX is a telephone switching system located at the school's site. The PBX provides internal station-to-station dialing and access to the public switched telephone network. A PBX and the core PBX operating system are eligible. The main attendant console for the receptionist is also eligible. Some features, if available separately are not eligible: E911 cards, Automatic Call Distribution, and programming modules or software. |
| Public Address (P.A. System) | Not Eligible if sold as a stand alone system. If provided as part of a "bundled" phone system, an intercom system may be eligible. |
| Private Video Branch Exchange (PVBX) | A PVBX integrates the functionality of a PBX by providing video integrated into the switching matrix of the PVBX. The PVBX acts as a video distribution system linking classrooms and administration as well as traditional PBX methodologies. A PVBX is Eligible for discount. |
| Routers |
Routers are switching devices that can act as in interface between two networks. Routers select the routing path for data traffic on the network. A router and the core router operating system are eligible for discount. Some routers may have modules or features that are not eligible, such as functionality for content filtering, management, proxy services, caching, Virtual Private Networks and security. If these components are available separately, or the applicant specifically seeks the ineligible functions, their cost must be subtracted from the total amount of the router. |
| Servers |
Servers (and their Operating Systems) are eligible if used as: 1. Email Server Servers used as data-warehouses or application servers are not eligible. Caching, print and proxy servers are also specifically not eligible. Quotes from vendors should describe how the server will be used (firewall, email, etc.). |
| Switches | Data switches provide a central connection point for multiple devices. Eligible if used for eligible services (network connectivity is an eligible use). |
| Switchboard | See "Attendant Console" or "PBX" above. |
| Uninterruptible Power Supply (UPS Devices) |
UPS devices are eligible if they are used for eligible devices. Quotes for UPSs should include the type of device the UPS is supporting (and, if used for a server, the function of that server). Devices that provide for short term battery back up are eligible; devices that are hardwired or provide for continued electrical power for substantial periods are not eligible. |
| Videoconferencing Equipment |
End user equipment (such as cameras) is generally not eligible. CODEC devices are eligible. CODECs contain both an encoder and decoder in the same piece of equipment. Vendors of video equipment familiar with E-rate will usually have a package of "eligible" and "non-eligible" devices available for quotations. The EMMI is an interface that gives PC and workstation users on ATM networks the ability to send and receive full motion, high quality video, CD quality stereo and high-speed data. EMMI is eligible for discount. A PVBX integrates the functionality of a PBX by providing video integrated into the switching matrix of the PVBX. The PVBX acts as a video distribution system linking classrooms and administration as well as traditional PBX methodologies. Eligible for discount. Multipoint Control Unit - An MCU is a bridging or switching device used in support of multipoint videoconferencing. It is eligible for discount if used in the transport of information for individual classrooms. |
| Voice over IP (VOIP) Service | Eligible, and in some cases the equipment used to provide end-to-end VOIP service may be eligible as a priority one service (no purchases agreements may be made) if the network is set up to provide end-to-end VOIP service. |
| Voice over IP (VOIP) equipment |
The same rules for an analog phone system apply for VOIP equipment. See "PBX" and "Key Systems" entry. Generally, the main control/switching unit and a receptionist's console is eligible, but handsets are not. Please note: VOIP equipment is eligible in some instances, however VOIP services (not a purchase of equipment) provided by a company are not eligible at this time. |
| Web Hosting Services | BASIC Web Hosting services are eligible. Content creation (web site design) is not eligible. Hosting for a teacher's web site, or a school's web site is eligible, but many service providers provide more than just basic web hosting services, so only a portion of their service would be E-rate eligible. Each service provider should know their percentage of E-rate eligibility. |
| Wireless Local Area Networks | Wireless LANs are generally eligible, as long as any network connection does not cross a public right of way. Hubs, access points, switches, antenna and other components that provide a wireless LAN capability are eligible. |
| Workstations | Not eligible for discount. |
